    GOPACS: The Dutch Congestion Management Platform

    What is GOPACS?

    GOPACS (Grid Operators Platform for Congestion Solutions) is the shared platform used by TenneT and regional grid operators (Liander, Enexis, Stedin, and others) to manage grid congestion through market-based flexibility solutions.

    How does GOPACS work?

    When a grid operator detects congestion (or anticipates it), they publish a flexibility need on GOPACS. Congestion Service Providers (CSPs) can then bid to provide the required flexibility — either by increasing consumption (when there's too much feed-in) or decreasing it (when there's too much demand).

    Key features of GOPACS:

    • Market-based: Flexibility is procured through competitive bidding, ensuring fair pricing
    • Automated: Large redispatch orders can be automatically distributed across multiple flex parties
    • Shared: Both TenneT (transmission) and regional DSOs (distribution) use the same platform
    • Transparent: Real-time visibility into congestion zones and flexibility needs

    GOPACS and your flex asset

    If you have a battery or other flex asset connected via a CSC, your CSP can also optimize your asset for GOPACS intraday markets. This creates additional revenue streams beyond your base flex contract.
