    What is a Congestion Service Provider (CSP)?

    What is a CSP?

    A Congestion Service Provider (CSP) is a company appointed by TenneT as a trusted party to deliver congestion services to grid operators. CSPs are technically qualified to connect flex assets to the systems of regional grid operators, including GOPACS, and ensure correct measurement, communication, and automatic call-off response.

    What does a CSP do?

    • Sell flexibility via redispatch or CSC
    • Control your flex asset โ€” automated response to grid operator signals
    • Optimize across markets โ€” if the CSP is also an aggregator, they can trade on balancing markets (FCR, aFRR) or intraday
    • Report and invoice โ€” handling all settlement with grid operators

    When do you need a CSP?

    You need a CSP as soon as you conclude a CSC or want to actively participate in flex or redispatch markets. Without a CSP, you cannot fulfill the technical requirements for automatic call-off response.

    CSPs as aggregators

    CSPs are often also aggregators: parties that bundle multiple assets โ€” such as batteries, solar parks, wind parks, or industrial capacities โ€” and deploy these combined to deliver flexibility and to generate returns on related markets.

    How to choose a CSP

    When choosing a CSP, pay attention to:

    • Integration capabilities with your asset
    • Costs (commission or fixed tariff)
    • Whether the CSP is active on markets relevant to you
