What is a BSP?
A Balancing Service Provider (BSP) is a party prequalified by TenneT to deliver balancing reserves to the Dutch transmission grid. BSPs are paid for both capacity (availability) and energy (activation).
Which products can a BSP deliver?
- FCR: automatic response within seconds to frequency deviations
- aFRR: automatic restoration within minutes
- mFRR: manually activated reserves

What does a BSP need?
- Prequalified assets (often batteries or aggregated flex pools)
- Real-time telemetry to TenneT
- A control system that responds within the required activation time
- A contractual link to a BRP
BSP, BRP and CSP
BSPs serve TenneT (national balance). CSPs serve DSOs (local congestion). BRPs handle financial balance per portfolio. The same battery can earn across all three roles via revenue stacking.
