Enexis: the pilot behind a national tender

Not which battery, but how much flexibility, how to call it reliably and what to put in a tender. Our 2023 pilot answered that for Enexis and became the basis for its national tender.

What changed

Enexis understood what mobile flexibility needs technically and contractually, and went on to a national tender to contract it at scale. The programme won Best Project With a Grid Operator at the Energy Storage Awards, London, November 2024.

Situation

Enexis expected congestion at substations like the one in Den Bosch as winter heating demand grew, but had never contracted mobile flexibility. Before buying it at scale, it needed to know how it would work in practice: technically, operationally and contractually.

The question. Not "which battery", but: how much flexibility would a station like this need, how do you call it reliably through GOPACS, which parties and roles are involved, and what does a grid operator need to write into a tender to buy it responsibly?

What we did

  1. Project lead

Skoon led the project from start to finish, coordinating Enexis, the battery suppliers and the control and dispatch partners.

  2. Understand

Took the substation's load data and simulated winter demand to find the size, duration and timing of the expected peaks: around 1 MW, over periods of about two hours.

  3. Decide

Sized the set-up from that profile: five container batteries of 250 kW each, 2,500 kWh of storage in total.

  4. Implement

At the time we still sourced hardware ourselves; today we sell none. We sourced the units from two suppliers (B-Charge, Rent a Battery) and made them callable via GOPACS, with SEP as CSP, starting day-ahead. WithTheGrid handled control and A Consultancy Company dispatch. Repeated the same set-up at the Efteling.

  5. Scale

Turned what we learned into the technical and practical basis for Enexis's national tender to contract mobile flexibility across its whole service area.

What it taught us

The hard part of flexibility at a substation is not the battery. It is the sizing, the dispatch and a contract a grid operator can buy at scale. That is what we advise on today, without supplying the hardware.
