Grid Operators in the Netherlands: Liander, Enexis, Stedin & More

    Dutch grid operators (DSOs)

The Netherlands has several regional Distribution System Operators (DSOs) responsible for the electricity distribution grid. They're legally obliged to connect all customers and maintain grid reliability.

    The main DSOs

    • Liander: Largest DSO — serving North Holland, South Holland, Gelderland, Flevoland, and parts of Friesland
    • Enexis: Serving Groningen, Drenthe, Overijssel, North Brabant, and Limburg
    • Stedin: Serving South Holland, Utrecht, and parts of North Holland
    • Westland Infra, Coteq, Rendo: Smaller regional operators

    TenneT

TenneT operates the high-voltage transmission grid (110-380 kV) nationally and coordinates with regional DSOs through GOPACS for congestion management.

    How DSOs handle congestion

Each DSO offers flex contracts in their congested areas, though specific terms and processes vary by operator. All participate in the GOPACS platform for coordinated congestion management. For a complete overview of available solutions, see our grid congestion solutions page.
